Question Splitting League vs. Tournament PDGA Ratings

I've read in a couple places about separating PDGA League Ratings from PDGA Tournament Ratings; most recently in the Fall Summit minutes:




For what will the new PDGA League Rating be used?

What purpose will this split serve? It seems to run contrary to the originally stated benefit of PDGA Leagues.




Once we've started down this path will we split C-Tier Ratings from Major-Tier Ratings? Clearly there's more pressure at the latter.
